Hayozma - Ministry of Labor

The "Hayozma"  (meaning "The initiative" in Hebrew) program is a nationwide government program operated by BDO's Public Operations Division, through 'Synergy Employment Encouragement Ltd.' - a subsidiary of BDO, in partnership with the 'Israeli Employment Center' and 'Slav Rehabilitation Services'.

The program focuses on the occupational and personal advancement of young men and women aged 18-35 living in the social and geographical periphery of the State of Israel.

In the social and geographical periphery, wage disparities and limited exposure to employment opportunities are prevalent. 

"Hayozma" strives to promote socio-economic mobility to help reduce these gaps.

To achieve this goal, "Hayozma" operates through a variety of channels, including:

  • Development of a Regional Ecosystem Community – in collaboration with local authorities, civil society organizations, youth centers, non-profits, training bodies, and more. Through this network, a process of mapping and identifying needs from the field is conducted. Based on these needs, effective practices and solutions are developed and implemented to promote and integrate the employment of target populations. 
  • Human capital development, including the provision of skills and tools for professional growth to support integration and advancement in the labor market, alongside identifying employment trends and connecting to regional economic growth engines.
  • Developing innovative and tailored solutions to address employment challenges and organizational barriers, including the creation of in-house solutions based on needs arising from the field, supporting the development and leadership of existing organizational projects, and providing young men and women with skills and tools for professional growth to help them integrate, gain experience, and advance in the labor market.  The tools are developed through a collaborative dialogue with employers and in coordination with other relevant stakeholders, in order to ensure maximum effectiveness and provide a high-quality response to real-world needs.

Through this activity, "Hayozma" assists young men and women in Israel's social and geographical periphery to advance their careers and build employment horizons, thereby contributing to the reduction of social disparities and strengthening the social and economic resilience of the State of Israel.

As part of "Hayozma" program, the "Lamerhak" program is operated, targeting young people of the Ethiopian-Israeli community.

Alongside the variety of activities mentioned above regarding the "Hayozma" program, the "Lamerhak " program also offers professional employment guidance for young men and women of the Ethiopian-Israeli community – from occupational assessment to building a personalized work plan that includes placement in a tailored track, personal and group mentoring, professional training, and more .
