For over a decade, the State of Israel has been operating funds to provide state-guaranteed loans to small and medium-sized businesses.
The goal of the funds is to expand the supply, availability, and diversity of credit sources for small and medium-sized businesses - key drivers of economic growth. This is achieved by offering loans through various channels to support working capital, startups, and investment needs. At the same time, the funds promote competition in the credit market by combining different types of credit providers, all aimed at helping businesses realize their full potential, boost employment and GDP, and contribute to the overall benefit of the Israeli economy.

The BDO firm, led by the Public Operations Division at BDO Advisory, serves as the main coordinating body on behalf of the Ministry of Finance. It is responsible for managing and operating the fund for state-guaranteed loans to small and medium-sized businesses, including providing assistance and support throughout the application process, as well as reviewing applications submitted to the fund. This work is carried out by dozens of professionals and economists across Israel.
